Spring 2013 Edition of HazNet now Available!

CITIG is pleased to spread the word that the latest issue of the Canadian Risk & Hazards Network quarterly newsletter is now available for download (also at www.crhnet.ca). HAZNET is intended to provide a window into the newest research and smart practices in emergency management and risk reduction in Canada. Nominations for 2013 Excellence in Emergency Preparedness Award Now Open

The CACP/Motorola Award for Excellence in Emergency Preparedness was launched in 2009. This award program not only highlights preparedness, but also recognizes efforts being made specifically toward response exercises, as both components are critical. The award was established to recognize a standard of excellence that exemplifies the combined efforts of police, fire, and emergency medical services in preparing their agencies to respond to natural or man-made disasters. Sarnia Cross-Border Forum Announced!

Have Your Say on a Proposed Training Module for EOCs

As part of the proposed 2013-2013 Communications Interoperability Action Plan for Canada, Defence Research and Development Canada's Centre for Security Science (CSS) and Public Safety Canada are currently exploring the possibility of developing an online training module for emergency operations centres (EOCs) to demonstrate how to more effectively harness information on social media networks to help inform situational awareness and decision making. Your input is sought via a LinkedIn Discussion Group by March 28, 2013. You will find the preliminary results under the heading: "SMEOC Announcement: Review of preliminary results." Please provide comments directly into the LinkedIn comments field. 

Feedback Needed on Potential Education Program for Public Safety Communicators

Dalhousie University College of Continuing Education has launched a survey to help determine if there is a need for an education program for Public Safety Communicators. The idea is to create an online program that would allow participants to work at their own pace. The program would also allow students to interact with other participants from around the country who work in the same field. The survey, found at https://www.surveymonkey.com/s/R3MZNK3, should only take you about 10 minutes. All information in this survey will be kept confidential.

Public Safety Broadband Survey for Municipal and Regional Stakeholders

We need your feedback! CITIG is pleased to launch a survey is designed to collect basic information from municipal and regional public safety agencies regarding awareness and views about the current state of public safety wireless data usage. The survey is geared toward anyone at the municipal or regional level whose agency may one day need access to a public safety wireless broadband network (i.e., responders, public safety agencies, emergency management users, etc.). Data from the survey will provide a snapshot of the current state of municipal and regional planning for the deployment of a 700 MHz public safety broadband network, and will be used to formulate strategies to engage municipal and regional public safety stakeholders for the eventual deployment of that network. In total, the survey comprises 20 questions and should only take about 10 minutes to complete. Please submit your responses by midnight on March 25, 2013. Follow this link to participate.

CITIG and the Canadian Association of Chiefs of Police (CACP) are proud to present the Operational Planning and Management of Public Safety Events Workshop to be held in Toronto from February 18 to 20, 2013. This workshop, the first of its kind in Canada, is designed to bring together Incident/Public Order/Tactical/Event Commanders, Operational Planners, Crowd Management Team Leaders and key stakeholders responsible for planning events, whether small or large, to begin the process of developing a set of national best practices. While the creation of “standards” may be discussed, it is not within the Organizing Committee’s mandate to develop standards, only to bring leaders together to discuss issues of common interest with a view to creating a national strategy & action plans designed to begin implementing this strategy. CRTC seeking Input on 9-1-1

Canada's telecom regulator is asking for input on how to improve the 911 emergency service in light of changing technology. The Canadian Radio-television and Telecommunications Commission (CRTC) said Monday that it will review the findings of the public consultation which asks for Canadians' input in the following areas:

  • The performance and adequacy of the technology currently employed by 911 services, such as that used to locate a caller using a cellphone.
  • The issues related to the provision of 911 services on next-generation networks, including how systems should be designed and the appropriate institutional arrangements.
  • Policy considerations on 911 matters.

NPSTC Develops Launch Requirements for U.S. Nationwide Public Safety Broadband Network

The Middle Class Tax Relief and Job Creation Act of 2012 has made the deployment of the Nationwide Public Safety Broadband Network (NPSBN) possible. This groundbreaking legislation establishes the governance and identifies the funding necessary to build a public safety broadband network. The First Responder Network Authority (FirstNet), assigned to deploy and operate the NPSBN, will need a statement of public safety's technical and administrative requirements in the immediate-, medium-, and long-terms. On December 11, 2012, NPSTC presented the Launch Statement of Requirements (SoR) to the FirstNet Public Safety Advisory Committee (PSAC), who in turn has presented it to the FirstNet Board to assist them as they begin to develop the long-awaited NPSBN. Annual Public Safety Interoperability Workshop Successful on Many Fronts

The Sixth Canadian Public Safety Interoperability Workshop -- the flagship event of the Canadian Interoperability Technology Interest Group (CITIG) -- again brought together a broad base of public safety and emergency management practitioners to develop a mutual understanding of the key voice and data interoperability issues facing today's public safety sector. Held from December 2 to 5, 2012 in Toronto, the more than 300 delegates came away with real-world insights, practical knowledge, and a common sense approach to moving forward while attending sessions on the hottest interoperability issues facing public safety today and while being “put to work" during extensive break-out sessions.

Main themes emerging from the Workshop include:

  • Public safety in general must do a better job on setting public expectations around 9-1-1 and responder communications
  • There is a definite need a social media strategy for public safety stakeholders
  • Responders must remain galvanized to address 700 MHz challenge
  • Renewed cross-border focus for 2013
  • Recognition that land mobile voice interoperability is still a significant issue
  • Leadership recognizing the need to operationalize the impending technological advances

Public Safety Responds to Industry Canada’s Consultation on 700 MHz Broadband Spectrum for Public Safety

On October 24, 2012, the public consultation on the use of the Public Safety Broadband Spectrum in the Bands 758-763 MHz and 788-793 MHz (D Block) and 763-768 MHz and 793-798 MHz (PSBB Block) closed. CITIG was a key contributor to the Public Safety Canada coordinated response to the Industry Canada on the consultation. In short, the response supported efforts to secure 20 MHz of dedicated 700 MHz spectrum for public safety broadband, strongly opposed any potential Industry Canada commercial auction of that portion of spectrum. CITIG Receives Motorola Solutions Foundation Public Safety Grant

On October 16, 2012, at a special reception held during the Fifth Annual First Responder Vendor Outreach hosted by CATAAlliance, CITIG announced it has received $100,000 as part of the Motorola Solutions Foundation’s Public Safety and Security Institute. The Motorola Solutions Foundation is the charitable arm of Motorola Solutions Inc. Through the grant, CITIG will be holding a series of workshops to answer ‘What do we need to do to formally address communications interoperability challenges in support of cross‐border operations for responders?’ With a focus on planning and sharing of best practices, the anticipated 400-plus participants will contribute to making both Canada and the U.S. safer. Harris County Texas 700 MHz LTE Broadband DATA Network to be featured at CITIG 6

CITIG is very proud to announce that we have been able to get a top official from the Texas Department of Public Safety (DPS) to attend and speak at the Sixth Canadian Public Safety Interoperability Workshop this December. Todd Early is the Deputy Assistant Director at the Public Safety Communications Bureau of the Texas DPS. He has been helping to lead the strategic process of getting Harris County up and running. Please note that Todd is a strategic level speaker, not a technical speaker, and CITIG 6 has a separate 75 minute break-out (on Tuesday) with both Canadian (CRC & CSS) and US (PSCR) experts talking about the technical aspects of 700 MHz LTE.

3D Indoor Tracking and Location for Fire Fighters and Public Safety Responders

CITIG in partnership with the Canadian Association of Fire Chiefs and Toronto Fire Service are hosting a one-day event in Toronto showcasing 3D Indoor Tracking and Location for Fire Fighters and Public Safety Responders. The first of its kind in Canada, this event will provide an opportunity for participants to witness firsthand the challenges and opportunities of this emerging technology through presentations, demos and a live exercise. This Showcase will be sure to interest responders from other disciplines such as Police, Paramedics, HUSAR Teams, Military and Emergency Management. There is no cost to attend, but registration is mandatory.

Show Your Support to Secure 20MHz of Broadband Spectrum for Public Safety

On March 14, 2012, the Minister of Industry designated 10 MHz for public safety broadband use. The allocation of another 10 MHz (called D block) will be decided after the current consultation on the policy, technical and licensing framework for use of the public safety spectrum, which was launched on August 24, 2012. Stakeholders have until October 24, 2012 to respond. As you may know, public safety partners in Canada recommend that the D block also be set aside for public safety purposes for a total of 20 MHz of bandwidth in the 700 MHz. Allocating 20 MHz directly to public safety is the only way to ensure robust, modern, reliable public safety interoperable networks. Lend your support, and consider voicing your opinion. Industry Canada Opens Consultation on 700 MHz Broadband Spectrum for Public Safety

On August 25, 2012, Industry Canada published a notice to announce a public consultation on the use of the Public Safety Broadband Spectrum in the Bands 758-763 MHz and 788-793 MHz (D Block) and 763-768 MHz and 793-798 MHz (PSBB Block). Commercial operators, public safety entities, equipment manufacturers, members of the public and other stakeholders are encouraged to submit a response. Comments must be submitted no later than October 24, 2012.

CITIG and its partners are currently evaluating the consultation request. Stay tuned for more information and analysis. In the interim, the document can be retrieved from Industry Canada’s Spectrum Management and Telecommunications Web site at http://www.ic.gc.ca/spectrum.

Short Survey Regarding Responder Mission Critical Broadband

As you may know, CITIG and other public safety stakeholders are working to secure Spectrum from Industry Canada for the creation of a National Public Safety Broadband Network. Industry Canada is currently holding a Consultation on the so-called 700 MHz 'D' Block of spectrum that Canadian responders have identified as the key to being able to create that National Public Safety Broadband Network. To help CITIG and other stakeholders formulate a response to the Consultation, we need your input!

Thanks to CATAAlliance, a survey has been launched seeking the feedback from a wide range of public and private sector stakeholders ranging from emergency responders, to public safety agency representatives, utility companies, telecommunications vendors, through to concerned citizens. We urge to take 5-7 minutes to complete a very important consultation survey answering the questions being asked of Industry Canada regarding the development of a national public safety broadband network. CSSP Call for Proposal Announced

The Canadian Safety and Security Program (CSSP), a federally-funded program led by the Defence R&D Canada – Centre for Security Science (DRDC CSS), is requesting submissions for project proposals that address identified public safety and security capability priorities. The Call for Proposals (CFP) Solicitation period is now open on MERX and project proposals will be accepted on an annual basis during a bid submission period. The Bid Submission Period for 2012 is:

  • Synopsis Proposal Submission Period: September 5, 2012 to October 5, 2012 at 16:00 EDT
  • Full Proposal Submission Period: November 5, 2012 to December 5, 2012 at 16:00 EST

For the current CFP, up to $15 million will be available for new projects under the CSSP, with selected projects announced by March 2013.

CITIG at the IIC Canada 2012 conference

The International Institute of Communications (IIC) Canada 2012 conference will be held at the Ottawa Convention Centre on October 29 and October 30. Themed, Innovation, Investment and Infrastructure, the conference is being steered by a cross-industry committee of senior executives from the telecommunications, broadband, broadcasting and content communities.

This one of a kind event will bring leading Canadian and international experts to Ottawa to explore the questions around where network pressure will emerge, what engineering or other 'physics' solutions exist to stay ahead of that demand curve, where the financing will come from to maintain infrastructure at a necessary level to meet those pressures, and what the corollary impact will be on the ability of government to achieve policy goals.

2012 Emergency Response Guidebook

The 2012 Emergency Response Guidebook (ERG2012) was developed jointly by Transport Canada (TC), the U.S. Department of Transportation (DOT), the Secretariat of Transport and Communications of Mexico (SCT) and with the collaboration of CIQUIME (Centro de Informaciòn Quìmica para Emergencias) of Argentina, for use by fire fighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving dangerous goods.

The ERG2012 is primarily a guide to aid first responders in quickly identifying the specific or generic hazards of the material(s) involved in the incident, and protecting themselves and the general public during the initial response phase of the incident. New Video Explores the Concept of the “Precision Information Environment”

What might a Precision Information Environment (PIE) look like? To answer this question, and to establish a conceptual prototype that can guide the PIE research community’s activities over the coming years, the U.S. Department of Homeland Security helped create a video that depicts a vision of the not-too-distant future for emergency management. Minister Toews Confirms the Allocation of 10 MHz of the 700 MHz Bandwidth to Public Safety

"Our Government has recently allocated a portion of 700 MHz broadband spectrum for public safety use," said Minister Toews. "This lays the foundation for a national mobile broadband communications network that will help protect communities and save lives by improving emergency response across Canada."

Also at the event were representatives from the EMSCC, CACF and CACP, including Vancouver Police Department Chief Constable Jim Chu who also released a statement. In Quebec, Senator Jean-Guy Dagenais, on behalf of the Honourable Vic Toews, Minister of Public Safety, also made an announcement related to emergency management. Official statements include:

Tri-Services Issue News Release on Spectrum for Public Safety

On March 28, 2012, the Canadian Association of Chiefs of Police (CACP), Canadian Association of Fire Chiefs (CAFC) and Emergency Medical Services Chiefs of Canada (EMSCC) joined together to express their support for the Government of Canada’s designation of spectrum in the 700 MHz band for public safety broadband use by issuing a press release (download English or French).

The announcement follows a meeting between tri-services representatives and Industry Canada officials on March 28 to clarify certain elements of Industry Minister Paradis March 14th announcement that 10 MHz (known in the U.S. as the PSST Block) was being allocated in Canada for “public safety use.” While responders in Canada welcomed the news, there was concern over what the term “public safety use” meant (i.e., could it be licenced to others and then sold, as a service, to first responders in Canada). Industry Canada has addressed the tri-services’ concern.

Canadian public safety agencies are now fighting for a second 10 MHz block in the critical band of 700 MHz spectrum known as the D Block. The Government of Canada’s commitment to designate 10 MHz of spectrum in the 700 MHz band for public safety broadband use is an important first step. But in order to implement a nationwide network that can support mission-critical communications for our first responders, we need Industry Canada to take the second step. Canada's first responders need ubiquitous access to 20 MHz of spectrum.

Webcast: City of Ottawa Public Safety Communications Strategy

On June 27 at 1:00 PM EST, join co-hosts Steve Palmer, Director Science & Technology Transition, Centre for Security Science, and CATA's VP Research, Kevin Wennekes as they are joined by Michael Sullivan, Program Director, City of Ottawa Emergency Management to share in a broad-ranging conversation on the number of critical public safety initiatives he is heading at both the municipal and federal levels. 

Along with his role for the City of Ottawa, Mr. Sullivan is also Division Chief for Ottawa Fire Services and Vice Chair for the Canadian Interoperability Technology Interest Group. Since 2010, Michael has been supporting the Canadian Association of Fire Chiefs (CAFC) as their lead on the issue of 700 MHz broadband for mission critical public safety data in Canada. He is also the CAFC representative on the Senior Officials Responsible for Emergency Management (SOREM) Federal/Provincial/Territorial Interoperability Working Group. 

Topics to be discussed include: City of Ottawa's public safety communications strategy; his views on the emerging 700 MHz network; plans for the development of not-for-profit entity being developed to manage a national public safety broadband network; and the partnership opportunities for both that exist in the Responder LTE testbed. A Q&A session with the live audience will end the session.

U.S. Report on Technical Requirements for Broadband Network Released

On May 22, the report titled “Recommended Minimum Technical Requirements to Ensure Nationwide Interoperability for the Nationwide Public Safety Broadband Network” was issued by the U.S. Technical Advisory Board for First Responder Interoperability. Northeast Ontario CITIG Regional Forum Presentations Now Available

By all accounts, the Northeast Ontario Regional Forum held in Sudbury on May 1 was a great day for all.  The event was co-sponsored by the Greater Sudbury Police Service, North Bay Police Service, City of Greater Sudbury Emergency Services (including Fire Services and Emergency Medical Services) and CITIG. In addition to presentations by Industry Canada, Emergency Management Ontario, and a the Tri-Services Committee on 700 MHz Broadband for Mission Critical Data, an afternoon workshop gave participants a “hands-on” chance to improve interoperability in the region. Directory Provides Links to Needed Public Safety Broadband Information

The National Public Safety Telecommunications Council (NPSTC) is compiling the Public Safety Broadband Directory. This U.S. initiative is in response to the much anticipated U.S. nationwide public safety broadband network that is moving closer to reality with the passage of legislation giving public safety both the spectrum and funding needed to build the network.

Canadian First Responder LTE Testbed Webcast on May 31

Co-hosted Division Chief Michael Sullivan, Ottawa Fire and CAFC representative on CITIG board; Steve Palmer, Executive Director of the CPRC; and CATA’s VP Research, Kevin Wennekes, join Claude Bélisle, Vice President Satellite Communications and Radio Propagation of the Communications Research Centre; Barry Gander, Chair of the Networked Vehicle Association (NVA); and Rick Turner, Account Director–Strategic Industries, Alcatel-Lucent, as they discuss the development of a First Responder LTE testbed currently under development in Ottawa.

The First Responder Test-Bed is a corridor of some 20 kilometers in length, running along roadways in the Kanata area of Ottawa. The facility is being provided by many NVA partners, including Alcatel-Lucent Canada, the Canadian Advanced Technology Alliance, the Communications Research Centre, the Ontario Ministry of Transportation, nTerop, the NVA, WeMiP and WiSense, (University of Ottawa). The Test-bed is open for the participation of all vendors and First Responder organizations, as this partnership has been formed in order to plug First Responders into the facilities of the major research organizations of the public and private sectors.

2012 CACP Motorola Award for Excellence in Emergency Preparedness

The 2012 Motorola Award nominations process is now open. Nomination forms may be found at:http://www.cacp.ca/motorolaaward/MotorolaAward2.html. The award is open to all public safety agencies with the exception of private corporations in a stand-alone capacity. Individuals, teams, or groups such as agencies, divisions, sections, and detachments are eligible. Partnerships between police services, fire, and emergency medical agencies are eligible and encouraged. Cross border teams and those consisting of public/private partnerships are also encouraged. Applications must be received by the CACP by May 15, 2012.

PSWAC Needs YOUR Help

In 1996, the Public Safety Wireless Advisory Committee (PSWAC) published its report on public safety's needs through the year 2010. That groundbreaking report eventually led to public safety spectrum assignments in the 700 MHz and 4.9 GHz bands. The National Public Safety Telecommunications Council (NPSTC) created the PSWAC Followup: Assessment of Future Spectrum and Technology (AFST) Working Group to update the PSWAC Report.

On February 24, 2012, NPSTC released a draft report that identifies the spectrum and technology required to meet public safety user requirements and to help drive policy on spectrum and funding; standards development; and the public safety vendor community.

The Assessment of Future Spectrum and Technology Report reflects the spectrum and communications technology needs of public safety identified by the Working Group. It integrates feedback from public safety practitioners and technologists, gathered through questionnaires and focus groups held across the nation, to build the case for a desired future for public safety.  More than 200 professionals participated in the report.

D-Block allocated to Public Safety in U.S. – An Historic Win for First Responders

On February 17, 2012, US Congress agreed to allocate the D Block to public safety and support the development of a mission-critical, nationwide public safety broadband network. In a live webcast press conference held Thursday afternoon, four key Democratic Senators invoked stories about police, fire, and EMS personnel killed on 9/11 as they announced an historic deal to give America’s first responders a nationwide interoperable wireless broadband network. Of course, this is good news for Canada as public safety partners continue to raise awareness about securing the corresponding block of spectrum for Canadian responders.

New U.S. Publication Offers Great Overview of the Evolution of Public Safety Communications

The Department of Homeland Security (DHS) through the Office of Emergency Communications (OEC) just release a new document called “Public Safety Communications Evolution.” Some of the document’s main messages include:

  • “In the near term, wireless broadband will complement LMR [land mobile radio], not replace it.”
  • “Investments in LMR will continue to be necessary now and well into the future.”
  • “Public safety is using broadband today for data applications, but not for mission-critical, emergency-response voice communications.”
  • “In the future, broadband could support mission-critical voice” when technical requirements are met.

Annual Public Safety Interoperability Workshop Ends on a High Note

The Fifth Canadian Public Safety Interoperability Workshop – the flagship event of the Canadian Interoperability Technology Interest Group (CITIG) ‑ again brought together a broad base of public safety and emergency management practitioners to develop a mutual understanding of the key voice and data interoperability issues facing today's public safety sector. Held from December 5 to 7, 2011 in Ottawa, the nearly 300 delegates came away with real-world insights, practical knowledge, and a common sense approach to moving forward while attending sessions on the hottest interoperability issues facing public safety today and while being “put to work" during extensive break-out sessions.

The Workshop delivered on its theme of “From Results to Successes!” and participants (delegates, sponsors and exhibitors) widely regarded this year’s Workshop as the most successful event to date. Emerging from the Workshop was recognition that responders and partners were galvanized and well-positioned to address 700 MHz broadband spectrum challenge. There was also wide-spread agreement that land mobile radio voice interoperability remains a significant area of concern – more must be done to raise awareness about the issue and help mobilize leadership to operationalize impending technological advances. Participants also identified the need to strengthen links between responder community and national research efforts.

Overall, it was clear that CITIG has come a long way in five years. Building on that success, the three Chiefs associations, the Canadian Association of Chiefs of Police (CACP), the Canadian Association of Fire Chiefs (CAFC) and Emergency Medical Services Chiefs of Canada (EMSCC) announced that they will be transitioning the day-to-day operations of CITIG to the Associations as of January 1, 2012. The Canadian Police Research Centre (CPRC), a key supporter and contributor to the success of CITIG, will gradually take a less active role and reposition its interoperability work primarily into the technology, test and evaluation domain.

Despite the changes in governance, CITIG will remain the unified voice of the responder community. The CACP, CAFC, EMSCC and CPRC and the more than 850 volunteer members from the responder community, all orders of government, non-governmental organizations, associations, academia and industry continue to be committed to CITIG and to work together to improve public safety interoperability in Canada.

In September, the Department of Homeland Security’s Office of Emergency Communications Office published a series of case studies highlighting a few examples of the tremendous progress made in the field of emergency communications since September 11, 2001. Arctic Communication Infrastructure Assessment Report now Available!

The Arctic Communication Infrastructure Assessment (ACIA) report is now available at www.aciareport.ca. The Report identifies the issues and challenges facing governments and service providers in ensuring the Canadian Arctic is properly connected for the benefit of Arctic citizens and all Canadians. Of note, there’s a section on “Interoperability problems” in the chapter on “Emergency Response Challenges.”

New RFP for Scientific and Technological Capabilities in Support to Public Security

On October 21, 2011, a Request for Proposals (RFP) for the provision of a range of S&T services to the Centre for Security Science (CSS) was posted on www.merx.com (search “CSS” ‑ closes November 30, 2011). The RFP involves ensuring “adherence to requirements and standards, access to first responders and reaching the desired level of performance” in 11 areas of expertise, including emergency management and systems interoperability.

FCC Workshop/Webinar on Rapidly Deployable Aerial Communications Architecture

On October 31, 2011, from 9:00 a.m. to 12:30 p.m., the Federal Communications Commission (FCC) Public Safety and Homeland Security Bureau (PSHSB) will hold a workshop and webinar to explore how “deployable aerial communications architecture” (DACA) can be used to provide communications following a catastrophic event when the terrestrial communications infrastructure is severely damaged or unavailable. PSHSB White Paper on the Role of Deployable Aerial Communications Architecture in Emergency Communications

Most will agree that communications capabilities are often limited during and immediately after disasters, when the terrestrial communications infrastructure may be severely damaged or unavailable for a period of time. To gain insight into potential technological solutions to this issue, the Public Safety and Homeland Security Bureau (PSHSB) issued in early 2011 a public notice soliciting comment on the ability of deployable aerial communications architecture (DACA) to provide communications when the terrestrial communications infrastructure is severely damaged or unavailable. Agenda Released for the Wireless Innovation Forum Workshop

The Wireless Innovation Forum Workshop on "Enabling Interoperability” takes place in Montreal on September 15, 2011. Tri-Services Rebuttal Comments for Industry Canada 700 MHz Spectrum Consultation

The Tri-Services submitted their reply to comments from other parties regarding the Industry Canada consultation on 700 MHz spectrum on April 6, 2011. London Regional Forum a Success

By all accounts, the London Regional Forum was a great day for all.  The event was co-sponsored by the London Police Service and London Emergency Management and held in the new London Emergency Operations Centre, a first class facility. In addition to presentations by Industry Canada, Emergency Management Ontario, Government of Ontario Radio Project, Durham Regional Police and MA-SAS, among others, an afternoon workshop gave participants a “hands-on” chance to improve interoperability in the region. U.S. Border Interoperability Demonstration Project

On May 2, 2011, Secretary of Homeland Security Janet Napolitano announced grant funding under the Office of Emergency Communications’ (OEC)Border Interoperability Demonstration Project (BIDP)a one-time competitive grant program focused on developing innovative solutions to strengthen interoperable emergency communications along the U.S. borders with Canada and Mexico.  Of particular interest to Canada, the following projects were announced:

  • County of Washington, Maine—$3,963,163 for the Enhanced Communications Infrastructure and Partnerships for Border Security Project.
  • Wayne County, Michigan—$4,000,000 for the Southeast Michigan Border Interoperability Solution Project.
  • Interoperability Montana, Montana—$3,895,425 for the Northern Tier Consortium Border Interoperability Demonstration Project.
  • Lake County, Ohio—$3,998,200 for the Multi-Agency, Multi-Jurisdictional U.S. Regional & International Interoperable Communications Infrastructure and Maritime Domain Awareness Project.

Study Finds Reallocating D Block is $3.4B More Economical than Auction

In a study released on March 1, 2011, the Phoenix Center finds that assigning the 10 megahertz of contiguous 700 MHz spectrum, the D block, to public safety could provide at least $3.4 billion more in social benefits than auctioning the spectrum for commercial use. Public Safety Partners Call for 20 MHz of Dedicated 700 MHz Spectrum

The first phase of the Industry Canada consultation on 700 MHz closed on February 28, 2011. By all accounts, public safety representatives from all levels are in sync in their responses, including the Tri-Services Special Purpose Committee on 700 MHz Broadband for Mission Critical Public Safety Data (on behalf of the Canadian Association of Chiefs of Police, Canadian Association of Fire Chiefs and Emergency Medical Services Chiefs of Canada and its public safety partners). President Obama Calls for a U.S. Nationwide, Interoperable Wireless Network For Public Safety

From a February 11, 2011 White House Press Release: "The 9/11 Commission noted that our homeland security is vulnerable, in part, due to the lack of interoperable wireless communication among first responders. The rollout of 4G high speed wireless services provides a unique opportunity to deploy such a system in conjunction with the commercial infrastructure already being developed and deployed.  To seize that opportunity, President Obama is calling for an investment of $10.7 billion to ensure that our public safety benefits from these new technologies: $3.2 billion to reallocate the “D Block” (which is a band of spectrum that would be reserved and prioritized for public safety and not auctioned as called for under existing law); $7 billion to support the deployment of this network; and $500 million from the WIN Fund for R&D and technological development to tailor the network to meet public safety requirements.  This investment, in coordination with the investment in rural buildout, will ensure that the rollout of 4G in rural areas serves the needs of public safety and the broader community."

NPSTC Position Paper on Proposed Changes to Intrinsically Safe Standard

On January 25, 2011, The National Public Safety Telecommunications Council (NPSTC) released it’s position paper on Intrinsically Safe Radios expressing concern about the potential negative technical and financial impact on public safety users of LMR that require the intrinsically safe certification. Communications Interoperability Strategy and Action Plan for Canada Announced!

On January 26, 2011 in Toronto, the Federal-Provincial-Territorial Ministers responsible for emergency management discussed and approved Communications Interoperability Strategy for Canada and its supporting Action Plan. Many CITIG memebers made direct contributions to the Strategy and Action Plan that are designed to advance improvements to voice and data communications interoperability for first responders across Canada. Stakeholder Survey Regarding 700 MHz Now Live

As you may know, Canada’s spectrum regulator, Industry Canada, has opened consultations on the 700 MHz broadband allocations (the result of spectrum availability due to the transition from analog television to digital) that will ultimately affect public safety agencies’ ability to deploy mission critical data well into the future. The Chiefs’ associations in cooperation with CATAAlliance are working with partners to determine exact needs and optimal use of the soon to be available spectrum for Canadian public safety in general. Victoria Workshop Recap

On December 5 to 8, 2010, the Fourth Canadian Public Safety Interoperability Workshop in Victoria welcomed over 240 delegates — most were responders from across Canada, but delegates and speakers also included representatives from the U.S., the U.K. and New Zealand. The most notable outcome of the Workshop involved the creation of the Tri-Services Special Purpose Committee on 700 MHz Broadband for Mission Critical Public Safety Data (in direct response to Industry Canada’s recent announcement of public consultations on the use of the 700 MHz band by commercial mobile services).

The Committee was struck jointly by CACP, Canadian Association of Fire Chiefs (CAFC), Emergency Medical Services Chiefs of Canada (EMSCC) to monitor and advise on the 700 MHz issue, inform stakeholders, identify responder spectrum needs and formulate a response to the Industry Canada consultation which closes on February 28, 2011. While the associations have collaborated in the past, establishment of a joint committee is unprecedented and reflects the critical nature of the challenge. Since the announcement, many groups representing public safety, utilities and industry have come forward to assist. In fact, during the announcement at the Workshop, over 90 delegates volunteered their services in preparation of a consultation response. More information is available at www.action700.ca.

The National Workshop also highlighted significant progress on many other fronts including:

  • the National Strategy for Communications Interoperability and accompanying action plans;
  • a way forward to advance National Data Quality Standards; and
  • a look at emerging issues like in-building 3D location for responders, to name a few.

Emergency Planning Exercises for Your Organization

The Federal Emergency Management Agency, or FEMA, is now providing, free for your download and use, a series of Tabletop Exercise presentations as a tool to advance your organization’s continuity, preparedness and resiliency. Each exercise takes your team through a realistic disaster scenario and facilitates a discussion of how your organization would plan, protect, respond and recover. Each includes full instructor’s notes so you can gather a facilitator and a team of participants, and self-facilitate the exercise internally.

The first two exercises, for a major Hurricane and rail Chemical Accident, also feature simulated TV news videos suggesting exercise-focused local reporting of the disasters. This feature adds a sense of realism and helps to motivate interactive discussion. Canadian Innovation Commercialization Program Announced

The Canadian Innovation Commercialization Program (CICP) is a $40 million program that aims to promote innovation and support the development of Small and Medium Enterprises (SME) in Canada. This pilot program (concludes in early 2013) will provide funding for purchasing and testing of pre-commercialized innovative goods and services by Government of Canada departments. CPRC Call for Proposals — Funding Available to Address National First Responder and Security Priorities

Through the federal government’s Canadian Police Research Centre, up to $1.5 million will be available for science and technology (S&T) projects to strengthen Tri-Services (police, fire and emergency medical services) agencies to produce new knowledge and technologies that enhance public safety and security communities.  Improved interoperability among the Tri-Services is listed as an investment priority. The CPRC actively seeks interested partners, collaborators, and stakeholders from academia, industry, government departments and the Tri-Services for its projects. The project proposal process is open, transparent and competitive.

UPDATED: FCC Spectrum Summit

The FCC will host a summit meeting on October 21 from 10:00 AM to 2:45 PM ET on spectrum issues related to mobile broadband implementation. The meeting will include participation from leaders in government, industry, academic and financial sectors. The event is open to the public, but the Commission advises that registration is limited to available seating capacity. Individuals who are interested in attending should register by e-mail. The address is spectrumsummit@FCC.gov. Deadline for registration is Oct. 19, 2010. A Must Read -- Report on Black Saturday

The bushfires around Victoria, Australia on 7 February 2009 (known as Black Saturday) caused the death of 173 people. A number of factors drove up the death and injury toll including the lack of interoperability between agencies. The 2009 Victorian Bushfires Royal Commission conducted an extensive investigation into the causes of, the preparation for, the response to and the impact of the fires that burned throughout Victoria. The final report was released July 31, 2010. Two of the report’s 25 recommendations deal directly with radio communications. Download the report here or visit the Commission’s Web site.

An Historic Week for Interoperability Efforts in Ontario

In an excellent display of cooperation, the Association of Municipal Emergency Medical Services of Ontario (AMEMSO), Ontario Association of Fire Chiefs (OAFC) and Ontario Association of Chiefs of Police (OACP) have appointed representatives to work together on a tri-services interoperability committee — the first of its kind in Ontario. Inspector Joe Maiorano, Durham Regional Police, Fire Chief Mark Diotte, Ajax Fire Department, and Chief Doug Socha of Hasting-Quinte EMS in Hastings County will be jointly leading interoperability efforts on behalf of their respective associations for the good of public safety and first responders in Ontario. CITIG will continue to support this undertaking where possible hopes to provide regular updates moving forward. UPDATE: See the OACP Web sitefor the related news release.

Third Annual First Responder Vendor Outreach Forum - RCMP CTO to Provide Keynote

The third annual First Responder Vendor Outreach Forum takes place on September 28 and 29 in the Atlantic Canada region and is headlined by an opening keynote by Michael Doucet, Chief Technology Officer for the Royal Canadian Mounted Police. For the third consecutive year, CATA, CPRC and CITIG are hosting a uniquely formatted and innovative First Responder VOF. Once again, the Forum will provide ICT and advanced security vendors and First Responder/Public Safety and Security (PSS) leaders with an opportunity to engage with one another to shape the direction of industry R&D, address current issues through cooperative action and commence developing a Technology Roadmap for Canadian First Responders. CRTI Call 9 Now Live!

Defence Research and Development Canada (DRDC) administers a Call for Proposals under the federal government's Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Research and Technology Initiative (CRTI). The Program, administered through DRDC's Centre for Security Science (CSS), is designed to strengthen, through investments in science and technology (S&T), Canada's ability to prevent, prepare for, respond to, and recover from a CBRNE event. Vancouver 2010 Communications Interoperability Unit Takes the 2010 CACP/Motorola Award for Excellence in Emergency Preparedness

During the CACP conference in Edmonton, the Vancouver 2010 Integrated Security Unit – Operational Communications Interoperability was awarded the CACP/Motorola Award for Excellence in Emergency Preparedness in the National Category. Specifically, the Award was presented for the groups’ radio communications strategy – a joint, synchronized effort that overcame jurisdictional, geographical, environmental, human resource and financial constraints and initiated and executed an effective communications program. CITIG was the inaugural winner in 2009. Other recipients honoured in 2010 include Le Service de securite incendie – Agglomeration de Longeuil and the Canadian Coast Guard Auxiliary (Quebec) Inc. in the Regional Category and the City of Richmond – Gold Exercise in the Exercise Category. Congratulations to all!

On Scene 2010 Dates and Location Announced

From September 20 to 22, 2010, join first responder colleagues for the third annual multi-agency training event involving Law Enforcement, Fire/Rescue and Emergency Medical Services. On Scene 2010 is for all frontline personnel. This is a chance to expand our understanding and relationships as emergency responders. We work together, let’s train together. Maritime Provinces to Get a New Integrated Emergency Communications System

On May 10, 2010, the Honourable Jim Flaherty, Minister of Finance, the Honourable Bill Estabrooks, Nova Scotia Minister of Transportation and Infrastructure Renewal, the Honourable Ed Doherty, New Brunswick Minister of Supply and Services, and the Honourable Doug Currie, Prince Edward Island Attorney General, announced that the Government of Canada will contribute up to $50 million through PPP Canada to support the implementation of the Maritime Radio Communications Initiative. The Governments of Prince Edward Island, New Brunswick and Nova Scotia will each contribute to construction and operational costs. Clickhere for the full press release.

FCC Announces New Date for Emergency Response Interoperability Forum

In the U.S., a public forum to discuss the creation of an emergency response interoperability center (named ERIC) for public safety broadband communications is scheduled for for Tuesday, March 2, 2010, from 2:00 p.m. - 4:00 p.m. See this document for details. Guelph Public Safety Interoperability Regional Meeting

Guelph PresentersOn February 23, 2010, the Guelph Police Service, County of Wellington Emergency Management, City of Guelph Emergency Services Guelph and the Canadian Interoperability Technology Interest Group (CITIG) hosted the Guelph CITIG Forum and Planning Meeting. By all accounts, the event was very successful with stakeholders committing to improved cooperation to advance regional communications interoperability issues. EMS Chiefs of Canada representative named to P25 Interest Group

OTTAWA, Jan. 18 - Bruce Farr, president of the EMS Chiefs of Canada, today announced that the EMS Chiefs of Canada in cooperation with the Canadian Interoperability Technology Interest Group (CITIG) have named a representative to join the Project 25 Interest Group (P25IG), a U.S.-based entity that comprises public safety professionals and equipment manufacturers interested in the further development of, and education on, the P25 standards.

"Communications interoperability for first responders is a definite challenge for responders across North America and having a Canadian representative invited to participate in the P25 Interest Group is a way to keep track of emerging trends," Chief Farr stated. "Project 25 promises to revolutionize public safety communications by allowing effective, efficient and reliable intra-agency and inter-agency communications. I am confident that our participation in this initiative will be beneficial to EMS services and responders across Canada."

Paramedic Mark Toman will begin his duties with the P25IG in early 2010. Mark has worked in the field of public safety since 1988 and his current role includes working with the EMS IT and Engineering support personnel and other stakeholders to ensure that Tactical Emergency Medical Services (TEMS) operational communications needs are met. He also works closely with Toronto Police and Toronto Fire Communications while serving on the Tri-service 911 committee. Mark is the working group representative for the EMS Chiefs of Canada to CITIG and is one of the First Responder participants involved in shaping the Canadian Communications Interoperability Plan (CCIP). He currently sits on committees for several interoperability and radio projects.

P25 is a user-driven effort to develop a suite of standards for digital land-mobile radio (LMR) systems produced through the joint efforts of the Association of Public Safety Communications Officials International (APCO), the National Association of State Telecommunications Directors (NASTD), selected Federal Agencies and the National Communications System (NCS), and standardized under the Telecommunications Industry Association (TIA). P25 was created in 1989 in order to enable public safety agencies to communicate with each other, regardless of their LMR system manufacturers, and is the only open voluntary consensus standards development group focused on emergency responder digital LMR communications.
